I'm split on this.
People DO wear them more than they should, they aren't casual attire, they're sweatpants and should be worn as such. A worse problem is pyjamas in public, that should NEVER happen, whether you're out of your cabin at camp, grocery shopping or out with friends, PJs aren't acceptable ever.
I wear sweats around the house (my BF uses them as 'lounge pants', so I'll use them if I don't have PJs lying around), the gym or during my period.
If I'm walking back from the gym or walking (fun, but actively) with a friend, I'll wear them.
I always wear them knee-high with a fitted top. Having them down is kind of restricting and weird.
Its your responsibility to recognise if a person's wearing them for use (fitness, sleepwear) or laziness (wasn't bothered to put jeans on for a movie).
