Well,
it wouldn't be rape if he was in Canada, as that age difference fits into the consent exceptions. So if he was Canadian, legally, it's alright.
However, as a girl who has been attracted to a younger guy and made out with him a few times, I can only speak from my own experience.
Since there doesn't seem like there was really any emotional connection, because no offense, but you don't just go down on a girl that you like randomly after asking her to meet you out, I'd say move on.
Feelings like this, although at the time seem like they are emotionally sincere, they are usually hormones playing tricks on your mind.
It was a good time. It is normal. Now it's time to move on!
As far as this being "normal" - it is! However, it's also ILLEGAL!
Are you aware you could be charged with statutory RAPE? It doesn't even sound as if you have an emotional attachment to the girl, am I right?
That girl is just a child... Stick to women your own age, there's a reason why it's illegal to have sex with underage girls.

But you just said, "met up with her" so it sounded as though you don't. Either way it's strange. And if you thought it was alright then you wouldn't have posted it here. She's too young to know what she wants, I was 15 once and it's easy to think you know what you want but there are reasons why there are laws about the age of consent.
Whether or not it's illegal depends on where he was at the time he did it. It might be statutory rape (not it's official term) in some states of the US, but it may be legal where he is.
Based on him saying he's in "first year of university," I'm going to go out on a limb and say he's not in the US.
As for whether it's normal or not, I think it is, especially if she's nearly 16 and he's barely 18.
