Is it normal that i feel our world is becoming worse!?

whenever i use a train, or a bus or just walk through the streets i see them everywhere. People without respect.. dont get me wrong, i dont think they should respect me in particular, but i do think they should respect elder people, buildings, other peoples property and authority.
Mostly young men, or rather brats behave that way: walking in the middle of the sidewalk, littering, snotting and smoking in no smoking areas like they own the place. And noone is stopping them, and if you try, politely of course, they start to argue! It pisses me of so much. It seems to be common to gang up on others, to damage things, to do grafitti and to be even proud of it... is it normal that i m feeling such a strong hatred towards such behaviour that i sometimes wish i were in the medievalages so that i could just wipe the floor with them withou beeing held responsible?!
