Are we talking potato or chocolate? If we're talking potato chips, then that's not normal. If we're talking chocolate chips, then that's entirely normal.

That's okay. I prefer to freeze my M&Ms before eating along with chocolate chips.

We acquired both of our dogs while we lived in Italy, and both had been abandoned in the countryside somewhere near our place. Rural Italians do shit like that, and many of them treat their dogs pretty crap generally.
They're well-fed and cared for now - a little on the fat side, in fact - but I guess the habit of scrounging every morsel of halfway edible stuff they come across has stuck with them.
