All the things you've listed are perfectly acceptable reasons why someone wouldn't want to learn how to drive.
I have my license, but more so for piece of mind; to know that I don't have to rely on anyone for lifts (can't carry shopping on a bike) or that I can drive competently if the situation demanded.
Is it normal that I don't want to learn how to drive?
