Have you ever seen the show "My Big Redneck Wedding" on CMT? Those people don't spend more than maybe a few hundred bucks but they have a blast and so do all the guests. Check out the show and maybe you could use similar ideas to suit your own taste. The basic idea is that you serve simple foods, have a short ceremony, have some crazy games and provide at least some free alcohol.
I watch a show called Four Weddings as well, on TLC. It's a contest show in which four different brides attend each others weddings and score it and the winner gets a free honeymoon. Those weddings are usually pretty pricey and very traditional. Let me tell you, the redneck weddings are far more fun and they spend virtually nothing. It's all about family and friends and a good time, not showing off and forcing your guests to sit through hours of boring crap.
