Exactly. People with low sex drive still have sexual attraction (unlike asexuality) just that the drive is lower. It makes sense that someone with a very high sex drive would masterbate a lot and someone with a low sex drive would hardly masterbate at all.
I think having low sex drive is entirely normal. To not masterbate is apparently uncommon but I don't think it's abnormal. I think a lot of people with a high sex drive would much prefer it to be low. Masturbation doesn't achieve anything, really. I dread to think the amount of time I wasted in my teen years on the pointless activity lol
