Is it normal that i don't know what breed of dog should i get?

Adopt a rescue dog with a personality you like. I don't see the point in choosing a dog by breed irrespective of the dog's individual personality traits. Especially for you, since you clearly don't have a preference for a breed set in your mind. Choosing a dog by their breed seems a lot to me like the whole idea of "designer babies" - it's just as superficial. Pure-bred dogs are "designer pets" :P It turns your animal into a commodity.

I think you should look around rescue shelters and see what dogs jump out at you. Dog-hunting around lots of different shelters can be very enjoyable, and you meet lots of dogs you wouldn't otherwise have considered. When my family started looking for our current dog, we wanted a female, big dog. In the end we fell in love with a small, male dog and we took him home the next day. That's how I think dog-hunting should work. You're much more likely to enjoy being a dog-owner if you choose your dog for their personality, not just their breed.

For small dogs, I'd recommend either the Miniature Schnauzer, Yorkshire Terrier, or Chihuahua (The Mini Schnauzer and Yorkie don't shed if you want a dog like that and all 3 of these breeds make good apartment dogs in the case you live in a small home or apartment). If you want a purebreed but don't want to deal with unreputable breeders you can rescue one of these breeds via breed rescues. Or, if you want a small mixed breed, you can go look at your local Animal Shelter. I hope this helps.

As someone who volunteers to help find homes for dogs that need them I can say some of the most wonderful dogs are rescue dogs.

You should definitely check out rescue shelters. And like has been mentioned, take into consideration how active the dog is and how much time you have to spend with it and all that jazz.

My smallest dog is a Pekingese, but doesn't have the long hair. She Is so adorable, plus she was a stray. She is a little princess, so if you want a dog you can baby, I recommend that breed.

Depends on your situation. If you have a lot of space (house or apartment), how much time and energy you have to spend with the dog. It is very important to factor these things in and not just base it on cuteness.

Small dogs like that come with a lot of health issues, I prefer German Shepherds.

Well ok you don't say what you want it for. Small breads often have a lot of energy and need a lot of training and maintenance. So unless you can provide it with all that I would suggest you get another breed. As well as that some like Jack Russell have detachment issues so you have to deal with them panicking when left alone.
