Thats not entirely true. Im not a lawyer but i know ppl in real estate who have told me about similar situations with toddlers living in bad conditions. I recall one example where the parent(s) were dying of cancer or disease and they were hoarders and the place was disgusting and the toddler was on a floor with dog and cat feces. Very bad situation. Long story short it was Criminal and they were arrested and put in jail for this. Parents do have an obligation to provide a safe, relatively clean, environment that does not jeopardize the childs health. Keeping a kid in a dark house all day with hoarded crap amd garbage and possibly insects and stuff is neglect
