No, people have forced them in a position that they "need" us. Different breeds of dogs were designed (bred) for different purposes and most of them were not bred to be house pets. People today have taken dogs that were designed to herd animals, chase fox, fetch game, fight, etc. and live in the outdoors where they can run and breathe fresh air and forced them to live in tiny, confined spaces and breathe dehumidified air (that causes respiratory problems in dogs). Forcing a large dog to exist in a small house or apartment is inhumane.
We breed them like this. We put them in this position. So we make them this way for these purposes. So they could obey and protect us. Well for some it is a fashion statement but we designed them to fit our needs.

The dog is a domesticated animals. They come from something that was wild and we breed for different purposes. Just like the animals we eat. Look up what a rotwieler was breed for.

Even though many small breed dogs have a lot of health issues and vomit constantly. Many of these bigger breeds live ok if you have a big yard and play with them and all dogs require an amount of training. Many of these larger breeds are also being used to work today for reasons such as finding drugs, finding people in disasters, attack and guard dogs. So they are working today. People getting a huge dog for a small apartment is not a smart idea. Most apartments let you bring big dogs either. So what is the issue there? Apartments often strongly discourage animals. Even if they do not say it. They make you pay a lot for them and generally dislike animals. If you have a pet you should have the time and energy to take care of it.
Not everyone lives in an apartment and many apartment complexes do allow large dogs. Also, people who have their own homes often have large outside dogs that they force to live indoors. No dog belongs indoors, but forcing a large dog to live indoors is animal cruelty.
