A lot of people were just never taught proper spelling and grammar, so I wouldn't hold it against them.
I find it more annoying when it seems like someone hasn't proofread when they really should have. Online it's not a big deal, but in real life misspelled signs and menus seem egregiously sloppy.
If the meaning is clear though, it doesn't really matter.
If it weren't for those signs and menus where would Engrish dot com be, huh? Then I'd never have been saying "No Smorking/ Smorking Area" for as long as I have!
