Is it normal that i can never make eye contact?

I'm not a liar, and if I was then even when I wasn't I still would be avoiding eye contact. Is it anxiety? Is it nervous fits? Even if it's someone I know I rarely find myself looking them in the eye, and if I do it's brief and I quickly look away. Bluh.

Could be self esteem issues or anxiety.

A lot of people find it hard to look someone in the eye. An easy way around it though is to focus on a different spot that is close to the eye such as the space in between their eyes, their nose, or their forehead. If that doesn't help then see a psychologist. It is most likely cause by anxiety and a psychologist would be able to provide treatment for the anxiety.

this is normal. americans have pretty aggressive eye contact that isnt common in other cultures. it really is an unspoken social rule, and people who don't know you might find it uncomfortable. but there's nothing wrong with you. some people just find prolonged eye contact uncomfortable. if you must, look at their eyebrows.

If eye contact is too hard, look at the person's mouth.

I used to do this, too. I think it made me uncomfortable because it seemed like a sexual thing. But, it turns out it's not sexual, so try to look them in the eye, and don't worry about it.

I don't think it's normal to not be able to make eye contact. It makes me uncomfortable when someone can't look me in the eye.
