Is it normal that i can’t start a conversation?

So besides talking to girls sometimes I have a easy time to talking to people, but right now I’m at a party with people much older than I am, it’s for a wedding. 99% of them are 25/30 years older than me. Is it normal that at my age, (18 y/o guy) that I can’t strike up a conversation with these people? Also how do I get over my social anxiety with girls, I heard you can just talk to them but it’s so awkward sometimes and I cringe.
