You failed to consider that intelligent people think long and hard on whether to have children, dumb people don't. So if you reward those who do not reproduce, you are effectively giving the intelligent people a reason not to, a reason that won't register with dumb people. You would therefore skew the ratio of educated to uneducated parents even more than it already is.
If you have an idea you must realise that it will not solely have the effect that you are looking for, but many more besides. And most of those will be undesirable.
