In no way are you being realistic. It is not basic human nature to care for others or their offspring. Which is why people tend to adopt only when they can't have kids themselves.
Nor could you ever implement this globally, therefore any implementation would be on a national level at most. An implementation on a national level would in the long run (2 or 3 generations) result in a decline of the native ethnic population whilst increasing the percentage of immigrants, effectively destroying the original culture of that nation.
