Look, you should just talk to him more. Easy to say but hard to do especially if you are shy. I think he probably likes you to if he is glancing at you because that's what I do. I'm under 20 and with no dating experience but if a girl stayed distant from me like you say you have been I would assume she doesn't want to talk to me at all. Find a median and if it seems like he enjoys being around you spend more time with him. And if he does make an effort to talk to you, be sure to return it or he will think you don't want to be around him.
