Is it normal that i am unable to start a convo?

I cannot start a conversation with many people. With close friends, yes, because I know they'll accept me for who I am, but with people I don't know very well I just stand there awkwardly. They'll try to say something but I'll end up replying in a way that everyone thinks is a little odd. Is this normal?

    Nomercy you started this conversation and your the first, well done. to OP you could use this,start off by saying Remember when?... any random subject, then when you speak again Remember when?... random subject..and so on..rip c.farley

    Well i dont think it's abnormal.. I think in my entire life i've started a conv w/ people i just met only 3 times (?)
    I don't know i why.. i swallow my tongue, and then when they ask me, i say the most stupid and odd things ever..
    I think I feel kinda insecure.. That others will not accept me, or..im not good enough to say something interesting.. But still don't know .. i'm guessing...but i cant help it! I've tried
