Is this someone you're romantically involved with at all, or are they just saying it in a "I love you as a friend" way? Either way, I think it's pretty normal.
If you're romantically involved, it's normal to be uncomfortable with hearing that before you're ready, because it puts pressure on you to say it back.
If you're not romantically involved, it still be really uncomfortable, even if they're saying they love you as a friend. I hate it when friends tell me they love me. It just comes across as pushy and clingy to me.
Anyway, you should tell them you're not comfortable with it.
