The social stigma of not being with family members (however just and appropriate) isn't enough of a blockage from our primal urges like those linked with sex to make you totally unaffected by your niece. I am sure, being a 21 year old woman, that she KNOWS this. I am surprised that she does that.
So yes, being sexually attracted to a naked family member is pretty normal. Wanting to actually pursue this desire though? Not normal. No matter how old she is you will still have more influence on her than a random person who was pursuing her, so i urge you not to.
