It's not religious. It's not actually related to Islam, but it is practiced in countries where the population is predominantly muslim (Somalia for example). It's a cultural tradition, and typically women who have had it done to them do it to their daughters or grandchildren and perpetuate the cycle of mutilation. It's sad :(
