I think that use of the term pretty common, just like hentai means pervert in Japanese, but in English it usually refers to Japanese pornographic drawings.
Also my understanding is that is not "illegal in most of the US", but rather it's a gray area. The Supreme Court said they can't ban simulated child pornography *as such*, however it can be, and on rare occasions has been, prosecuted as obscenity.
Even though its a grey area, it really depends on the state, and the particular mood of the court /court officials. I would be inclined to believe that it is protected under first amendment but that isn't always the case. Although I do believe it does it's share of helping prevent otherwise...worse...things.
