In the slave market trade they kidnap women and whore them around on boats. Many prostitutes have low self esteem or else they are homeless. You have a point that it might prevent rape and perverts. As you said "seedy activity" I think it is. I do not think it matters if you legalize it. They are just whores. What are whores going to do? In the brothels they make sure the women use condoms and they do not have sex with a STD Client and this means less bastard children in this world.
