Maybe he feels guilty and still wants to be her friend. He does not want to date her but possibly feels bad if he would ignore her. He should cut her off since she is just making trouble. I would not be sure how to go about confronting him on the issue. Though if she has asked him multiple times to cheat with her well she seems pretty determined to break you up.
