I think it feels this way for a lot of people. It's very awkward to make eye contact. However, there are ways that you can practice this, so that it won't feel so strange when you actually have to do it. I know that in customer service, it's pretty much required. You also have the option of just looking at their ear, if practicing it doesn't work out for you.
