It's not a mental illness. It can be an asset in the right context. I think people refer to it as if it is because in extreme cases, it can be crippling or inhibiting...in which case I think it seeps into the territory of social anxiety.
I think it's off that people talk about being introverted as if it's a bad thing.
Introversion is different from both shyness and social anxiety. Social anxiety is, as you said, a condition or state of mind that can be crippling. Shy people have trouble interacting with others. Introverts can sometimes function in social situations but simply prefer solitude over being around others.
