A vasectomy won't stop men from ejaculating. All it does is stop the sperm from being released into the seminal fluid.
As for female periods, those actually can be stopped. Some women stop menstruating when on certain birth control medication (depo for example). And a hysterectomy may also do the job (depending on how much is removed)

You can get a vasectomy, but they can't stop their period from coming in every month.
