This has happend to me a lot of times. Basically what has happend is that if he loves you then he has a very strong relationship with you and you saying no is basically a punch in the face and a fuck off to him. He will get over it in a few weeks depending on how much he loves you. He'll come running back, trust me. I'm not saying say yes because it's your feelings and we shouldn't change them. Talk to him when he is alone in person and not in text form because you can show emotion, speech, gestures in real life which makes it more effective than a "sorry I let you down can we be friends?:)".
