Men can't aim perfectly all the time. If the guy isn't circumcised then his ability to aim can be thrown off even more. There can be bits that dribble off from the main stream or sometimes it can have a lot more of a 'spray' to it. Regardless though he should clean up after himself. That's just gross. He should also lift the toilet seat up, increases the chances of getting everything in the bowl.
