Know the laws in the state you live and make good judgement as to the morality as simply following the law you can still make poor decisions. If it is both legal and feels just then it is up to you to decide if it is something you'd like to participate in. Though if it doesn't meet these 3 criteria do not do it. Also many boys are shy to say something. I have let only a fraction of the women. I find attractive know and I am much more quick to say something than most.
