Whilst I sympathize with your position, you must understand that the only way we can help these people to not commit a crime is not become passionate about the subject. In these sorts of situations people like I who have no children, and therefore don't understand what it means to have children, are actually the best people for this job.
I also think you don't understand what it is like to be attracted to young girls. It is actually really quite natural and uncontrollable that men are attracted to girls when they hit puberty. It's millions of years of evolution in the making. Unfortunately, something, somewhere in human history has gone wrong, and females are reaching puberty before they're biologically or even psychologically ready.
I will confess that when I was 19, I was in a short relationship with a 15 year old. I was on good terms with the parents, even after I decided to break it off, and we never engaged in any sexual activity, /despite/ her quite possibly immature desire to lose her virginity to me when she turned 16 (which, I would point out, I did not let happen).
How do you feel about homosexuality? Do these people choose to be sexually attracted to those of the same sex? Because I can assure you, those who are attracted to those physically too young to bear children but their biological clock has started ticking cannot help it.
I don't know where you live, but I can highly recommend watching the Channel 4 documentary "The Paedophile Next Door". Unfortunately, I assume due to public perception, the narrator has a tendency to spit out the word "paedophile", but generally the tone of the program is about coming to terms with the uncontrollability of these sexual attractions and talking with some who are sexually attracted to the legally underaged but continue to hold their desires back for the good of everyone.
I would add, however, that I believe sexual or romantic attraction to persons who have not even reached puberty to be a mental illness. I do not, however, believe it to be a mental illness after they start puberty but rather an unfortunate part of human condition that we just have to rein in.
