You said, not sexual... well, the end seemed sexual. So know the difference. However, yes, this is normal. Is it morally okay, according to society and health complications (in terms of what if you got her pregant..)? no. But it's definitely normal to about 65% of society. Just make sure you wear protection, she's on some sort of birth control, and/or pull out. You don't want to have a baby with your sister.. or a baby with health problems.
