Cutting off the circulation to any part of the body isn't a great idea. Guys who have an episode of priapism that lasts more than a few hours frequently end up with internal scar tissue in the penis, and that often means they lose the ability to get a solid erection (or any sort of erection at all).
I'm not suggesting that your dick is going to fall off or you're certain to damage it if you put a rubber band around it for a few minutes, but you can be certain that you're not doing it any good.
