The last comment seems to be more about not having a partner at the moment rather than a lack of understanding of how it all works. I've never had anyone saying I should find a girlfriend and to ask a girl for her number is completely alien to me. There's a big difference between not knowing the etiquette of dating and not having a chance to put it in to practice lately (or ever due to lack of confidence).
I don't lack confidence, I could talk to anyone but nobody to me is a potential partner. That's the world I'm not in and have never seen. When talking to a girl I am talking to another person not a 'potential mate'. The attractiveness of that girl is a separate matter to me talking to her. Hard to explain.
