You can't really help us judge if this is 'Rivalry or Abuse' as you put it, with the limited information you put on the table.
I personally think you should interfere and have a sit down with both of your kids and have a serious talk about this.
I'm not a parent so I wouldn't exactly know what to do in a situation like this, but I just felt like giving my two cents.
