Put your foot down, and tell her NO! If she makes a stupid excuse tell her she's not a child, and that sitting on people's laps is for little children, and babies. If she gets upset stick by your guns!!! If you have to tell her it makes you feel uncomfortable, and that you're discomfort is good enough reason to say no. She sounds like a little brat!
You or your parents or anyone else aren't doing any her and other younger sibling types like her any favors by giving her whatever she wants, because that's just enabling and she needs to get used to people telling her no.
