    This is so heavily dependent on context that it is really hard to say.

    If she just said that to you on some occasion, it's probably no big deal. Some families that's totally taboo but some it's perfectly normal, especially when you get older.

    If, on the other hand, she saw you getting out of the shower, then said it and grabbed your uncovered buttocks, then you have a problem.
