Not normal to me bit, as our society "progresses" it also seems to devolve in other ways. It seems to be a popular parenting style to have an extremely loose approach on raising children. I think that in many ways this can be easily abused to cover up the actions of lazy and irresponsible parents.
Dyeing is general is not necessarily a bad thing. What concerns me in that regard is 1. The effect the chemicals could pose to her health, 2. Whether or not adult supervision is present during these dye jobs, which it probably isn't.
I don't think that children should be allowed to go around looking mini-prostitutes. Next thing you know, she'll probably be wearing high heels and shortly cut/revealing clothing.
