This is obviously a cry for attention. I'm assuming she's young and it sounds like maybe she's lacking in the self esteem department. Unfortunately I don't think there is anything you can do for her especially if your parents aren't willing to do their job. She's going to have to figure out for herself that this is only going to get you negative attention with boys. When you put out the wrong message you get the wrong kind of man/boy in return.
That being said, in other cases there is nothing wrong with not wearing underwear. It's liberating man. Plus for men it's beneficial. Restrictive underwear lowers your sperm count.
