I've never blocked someone personally, but I have deleted accounts when too many old friends tried to add me. My own reasoning is because I knew too many messed up people. Even though I actually still liked some of the people I cut out of my life, they were associated with some of those shady people. I simply didn't want the drama in my life. I would do it to make a very simple statement: I don't want to be anything more than a memory in their life.
I'm not saying this person has the same reasons, but I'm saying it is possible that he has a decent reason that isn't really a personal thing towards you.
