Is it normal my neglected guy friend

I have a buddy, 13 years old, that has some problems. I have been to his house before, and it was so horribly messy that whenever I placed my hand down, I was afraid that some unknown insect species would bite me and paralyze me from the waist down. There was literally plates of food still sitting out in the weirdest places. I almost sat on a fork that was on the floor. The garage was piled to the roof with junk (who knows, maybe there could have been a dead body in there? there could be a whole cemetary in there..) and all the mom does is artwork in her room! The guy goes to school with incredible B.O, and his hair looks like he's gone a week without showering. His ma is a teacher, and still the children get bad grades in school. Is this normal that the mother seems so neglectful and selfish?
