If that is the case, and you did not grow up together during the first 15 years of her life, what you're dealing with is GSA (Genetic Sexual Attraction). Because you did not grow up together, you did not become sexually 'desensitised' to each other as normal siblings do. Therefore you are able to find each other sexually attractive, just the same as any two regular people.
You are affected too, but maybe to a lesser degree. If you weren't, you probably would have told her you saw the images and felt they were inappropriate. The fact you are trying to figure things out means there is some 'urge' there that you feel the need to rationalise. This is not a bad thing, please do not feel guilty over this, GSA is very common.
If you don't wish to pursue a sexual relationship with her (I probably would in your position, but everyone is different), then you will need to break it to her easy. Tell her she is special to you as a sister, more than she should be, but you cannot be with her. As for the pics, she asked you about her body in them. Tell her she is very attractive, and has an amazing, sexy body (if its true). Tell her what parts you like most. Make her feel confident about herself. Hint in a flirty way that if you weren't related, you would return her affections.
