I know you're trying to make it sound like he's checking your boobs out... I mean if you can get him in trouble then he can't stop you from wearing revealing shirts, right?
But that's the problem. It sounds more like he's making sure you're not dressing inappropriately.
When I was young Mom let me wear cut off shirts. As soon as my breasts started to develop I was no longer allowed out of the house wearing them. And then she stopped buying me shirts like that period.
Sometimes the issue isn't that the parents are "wrong" for making the kids dress appropriately, but that the kids dislike being restricted.
The answer of course is to gain employment and an apartment so that they cannot tell you what to wear. If you're too young for either then you're stuck obeying their dress codes for the time being.
