Well if she's had a hard life then it is understand why she is reserved. She sounds like someone who has built an impregnable shell around herself so as to not get hurt. The fact that you want to cuddle and be with her is new territory for the girl. I think that she is aware that you care about her but has no idea how to express it since she has never had anyone openly express that they care about her. Just keep being a polite person and keep showing affection towards her and eventually she won't see it as weird but will actually be thankful that you were placed in her life.
