Its normal to be attracted to your family members, not so normal to act on it. What your brother did was, in the eyes of the law, sexual assault which should not be tolerated.
You should have a sit down with brother and dad and explain that people--both male and female--are not there for anyone's gratification--sexual or otherwise--and while these feelings are normal they cannot be acted on.
