If his parents still support him financially in any way, it is going to be difficult for him to have any say or fight back verbally or physically. He could, but it would not be a smart choice because he might lose financial support.
However, if he is not being supported by parents, he could get the guy for assault, but it's his dad... so that might be too far. If he's not receiving much financial support, I think the best option would be to just tell his dad that it's not okay and that he's going to avoid spending time with the family until the abuse stops.
Sadly, the best advice is to probably just not get caught for drugs and stuff. Family situations like these are usually not easy to "fix".
