Well it depends on how often this happens. We would also need to know some of your back story. Is your mom a single mom? If she is there could be some inappropriate intentions that are subconscious in her mind. Some single moms if the father figure has left tend to rely more on their kids emotionally speaking and sometimes this leads to excessive touching. She probably doesn't mean it sexually but it can be uncomfortable for the other party. If any part of her body is touching your crotch area this would be extremely inappropriate. If this is just a random thing and she just sits on your legs not your crotch then I wouldn't worry at all.
