I believe it is up to the doctor and they don't want to have a malpractice suit because the normal procedures weren't followed.
There are things you can do during the 2 year waiting period that no one can stop you from doing. Laser hair removal is 1 thing and I think you'll find its quite expensive especially if your hairy. You can also crossdress and there are products to give you a more feminine figure at least superficially. You can also learn about how to do makeup that right there is 1 of the biggest problems MtF trans people have it looks like a child got into mommys makeup or they look like a middle school slut. Doing makeup well is harder than most guys think it is. A helpful female friend can be a huge help in this area.
Oh and you can learn to walk in heels thats harder than it looks to.
