Start the conversation just like I suggested above, and if she says anything that can be construed as "she's hot for you", very subtly hint that you only see her as a sister, and that's all it can be. Most important, be supportive.
If she is attracted to you, she will feel rejected. If you are not using open language (ie you're not stating your feelings directly), you'll have to, again subtly, tell her you understand her feelings and it's ok, you don't feel the same way, but you'll always be there for her.
