I wish it could work, the main problem is that there's nowhere to comfortably and safely 'park' your horse in town anymore. No more hitching posts with troughs these days!! There also used to be liveries everywhere for this very reason, they'd keep your horse and feed and water it while you did whatever you had to do. I guess if enough people got together it could be feasible to open liveries or hitching posts in some places again.
For it to be practical I'd think you'd really have to start a movement. That would also ease the work and expense involved if you could get a group together to work cooperatively.
A horse is probably more expensive and more work to keep for many people (unless you already have a farm) vs your average car when you figure in car payments and insurance and the other incidentals.
