Someone tried this in a busy town not far from where I live, the heat they got from the public and from local businesses was unbelievable. The horse was not causing anyone harm or grief but it was too different I guess. The person had a proper barn and paddock for the animal and it was treated like a king but it just didn`t matter, people wanted it gone. The municipality couldn`t do anything to support the public's wishes because it was in the bylaws from years ago that anyone living in the town was within their rights to own a horse.
The guy eventually gave in to the public because he was being isolated by the community as a troublemaker.
